How to Apply for a Recreational Mooring Permit

Vessel owners must submit the following items in order to be considered for a slip. Applications submitted without all required documents and fees are considered incomplete. The slip application and other required forms can be found in Boater Resources.

  1. Completed Application for Boat Slip
  2. One of the following:
    1. Bill of sale
    2. Hawaiʻi registration card
      For info on obtaining a vessel registration card, go to vessel.ehawaii.gov.
    3. U.S. Coast Guard documentation
  3. Proof of $500,000 liability insurance coverage
  4. Full survey report completed within the last 18 months with list of marine surveyor’s recommendations and owner’s actions.*
    *This requirement is only for vessels more than 15 years old. Vessels less than 15 years old do not need to provide a survey.
  5. Current photo of the vessel
  6. $250 application fee for an annual permit ($50 for a temporary permit)
    Make check, money order or cashier’s check payable to Kewalo Harbor, LLC. We do not accept cash.

Slip Availability:

Within 10 business days of submitting a complete application you will be contacted regarding slip availability.

If a slip is not available you will be placed on the waiting list.

If a slip is available you have 7 days to activate your permit prior to moving your vessel into the assigned slip.

Activate Your Permit:

Submit the following payments to Kewalo Harbor, LLC:

  • first month’s moorage*
  • first month’s utilities*
  • a deposit of two months moorage*

*Moorage rates vary by vessel size. Utility rates vary by amount. See Rates and Fees.

Complete the harbor orientation. You may schedule your orientation by calling the harbor office at (808) 594-0849.

Keeping Your Permit Current

Per the mooring permit it is the responsibility of the vessel owner to keep all insurance policies, US Coast Guard documents, state registration, etc., associated with the vessel current and on file at the harbor office. Failing to do so can result in a forfeiture of your permit.

How to Renew Your Permit

Visit the harbor office 30 days before your permit expires if renewing an annual commercial or fishery permit. 

The renewal fee for an annual application is $125.

How to Apply for Commercial Mooring Permit

    To obtain your Certificate of Standing, go to the DCCA’s Business Registration Division Online.
  7. General Excise Tax (GET) License Number
    For info on the GET, go to the State of Hawaiʻi Department of Taxation.
  8. Current photo of the vessel
  9. $250 application fee for an annual permit ($50 for a temporary permit)
